After founding Sullivan Contracting Services in 1997, Frank and Kelle Sullivan quickly grew the company from a small two-person operation to a successful General Contractor employing more than 50 skilled craftsmen. The company saw great success while establishing contracts with many large national and international clients. Kelle and Frank ran and operated Sullivan until February 5th of 2013, at which time Trey and Kimberly Pounds took over operations as the new owners. Prior to purchasing Sullivan, Trey spent 15 years with a large national general contractor working on multi-million-dollar projects ranging from airports to hospitals.
Although the company legally changed its name to The Pounds Group, LLC, Trey and Kimberly elected to maintain the Sullivan Contracting Services operating name by registering with the State of Texas as a Doing Business As (DBA) filing. Since the change of ownership, Sullivan has maintained a strong culture based around its core values of Faith, Family, Relationships and Results.
Trey and Kimberly were drawn to the opportunity with Sullivan for many reasons. Sullivan Contracting Services has a well-establish employee base of craftsman. These craftsmen are skilled in many differing trades. Trey and Kimberly were specifically excited about the flexibility and adaptability such a diversely skilled workforce would give the company in the coming years. Trey and Kimberly were also pleased to see Sullivan had well-established relationships with many notable clients. These relationships continue to exist and grow to this day.
Sullivan Contracting Services’ Quality Control Program extends from our shop to every jobsite. For our craftsman, quality control begins every morning when they review their days’ scheduled activities, while loading their tools and materials, and continues with the work as it is put in place. Our Project Managers, Project Superintendents, Leadmen and individual employees take ownership in delivering a quality product. The same high standards are communicated and expected of all of our subcontractors. Sullivan’s subcontractors know we partner with them because they provide a quality product, and a quality product is the only acceptable result.

As President and CEO of Sullivan Contracting Services, Trey oversees all aspects of day-to-day operations. He works closely with the leadership team to ensure each project is managed on budget and on schedule while delivering a quality product to Sullivan’s clients. Trey brings 25+ years of commercial construction experience to the team. He has extensive knowledge of construction management in higher education, healthcare, military and aviation, corporate and manufacturing, and state and local municipalities.
Trey has participated in all phases of the project life cycle, from pre-construction through construction and post-construction/maintenance. His career has taken him from laborer/carpenter’s assistant through the ranks of Project Superintendent and Project Manager to his current role. He has managed over $1 billion in construction projects across various delivery methods, including Job Order Contracting (JOC), Design-Bid-Build, Construction Manager at Risk (CMAR), and Design-Build.
With over 25 years of experience in the construction industry, Cody serves as the Executive Vice President of Sullivan Contracting Services. Having joined the company in 2008, Cody has risen through the ranks, holding various key positions that have shaped his leadership style and expertise. Cody provides vital leadership, guidance, and support to the company’s leadership team, overseeing strategic initiatives such as new district and market procurement and managing corporate overhead and expenses. He is also responsible for facilitating the EOS Business System as the Integrator, ensuring that Sullivan maintains alignment with its core values and strategic objectives.
A champion of company culture, Cody takes pride in fostering a collaborative, innovative, and high-performing environment. He plays a key role in establishing and managing company policies, assisting Vice Presidents in the development and staffing of district offices, and ensuring alignment with the company’s long-term goals.
Matthew joined Sullivan Contracting Services in July of 2023 as Chief Financial Officer, bringing with him over 40 years of comprehensive Accounting and Finance experience. In addition to more than a decade in Construction Accounting, Matthew has an extensive background spanning for-profit enterprises, nonprofit organizations, and governmental agencies. His career includes leadership roles where he managed financial operations, implemented internal controls, and streamlined reporting processes.
Having previously overseen a $2 billion annual expense budget, Matthew prioritizes cost control, efficiency, and fiscal responsibility in all aspects of his work. He remains active in both his professional and faith communities, having been a long-standing member of the AICPA, past President of the San Antonio Treasury Management Association, and serving in multiple advisory roles and council memberships through his church. Matthew brings a disciplined, service-oriented approach to financial leadership, focused on integrity, collaboration, and long-term value creation.
Jesse has been with Sullivan Contracting Services since 2016. He has over 10 years of hands-on and executive-level experience in commercial construction, including procurement strategy, estimating, project management, and on-site supervision. He has held roles as Project Superintendent and Project Manager, managing projects worth over $3 million across diverse commercial sectors. Currently serving as Vice President of Procurement at Sullivan, he leverages deep expertise in cost control, vendor negotiations, and pre-construction planning.
Jesse has a proven ability to lead multidisciplinary teams, streamline procurement operations, and deliver large-scale projects on time and within budget. He is skilled in Procore, subcontractor coordination, and end-to-end project delivery. Jesse holds a bachelor’s degree in business and a strong foundation in fieldwork, combining practical trade knowledge with strategic leadership and a commitment to operational excellence.
Austin joined Sullivan Contracting Services in 2017, bringing over 10 years of construction experience. He has held roles as Project Superintendent and Project Manager, managing projects worth over $3 million. A Texas State University graduate, Austin is known for his leadership, strategic project execution, and focus on safety, quality, and budget.
As Vice President of Operations for the South Texas District Office, he oversees local operations, project proposals, contract negotiations, and financial management. He uses industry software including AutoCAD, PlanGrid, Microsoft Project, and Procore to optimize workflows and track progress. Austin emphasizes team development and safety, fostering a collaborative culture while ensuring compliance with best practices across projects. He excels at managing complex logistics and coordinating resources to keep Sullivan projects running smoothly. Austin’s proactive leadership and commitment to operational efficiency have consistently led to successful outcomes, strong client relationships, and met financial goals.
Justin joined Sullivan Contracting Services in July 2014, bringing with him 25+ years of commercial construction experience. He has extensive knowledge of construction through managing projects in higher education, healthcare, transportation and aviation, office buildings, and laboratory facilities. Since 1995, Justin has participated in all phases of the project lifecycle: preconstruction, construction, and post-construction/maintenance. His career has taken him from laborer/carpenter’s assistant through the ranks of Superintendent to his current role as Vice President of Operations.
Justin has helped manage over $1 billion in construction projects through various delivery methods such as Hard Bid, CMR, and Design-Build. He has deep experience overseeing both remodel and new construction projects. Justin resides in Bluff Dale, TX, and serves as Vice President of Operations over the Central Texas District Office based in Stephenville, Texas.
Drew has been with Sullivan Contracting Services since 2022. He is an accomplished executive who has been active in the engineering and construction industry for over 30 years. Drew has led teams that have procured, managed, and completed projects of various sizes ($1M to $300M) in multiple markets, including private, public, and Federal. With a diverse background, Drew has been afforded the opportunity to participate in all phases of development and construction from feasibility studies to owner occupancies.
From the initial proposal through final closeout, Drew is involved in the day-to-day requirements, budgets, and all documentation for Sullivan projects. As Vice President of Operations for the Austin Texas District Office, he is known for his strong leadership, attention to detail, and commitment to delivering high-quality results that align with client goals and expectations.
Mike joined Sullivan Contracting Services in September 2024 as the Vice President of Operations for our new District Office in Northwest Arkansas. He comes to Sullivan as a highly motivated and well-accomplished Senior Construction Manager and Project Executive. Throughout his 25-year career, Mike has proven experience managing both national and international teams while specifically developing and deploying Lean Construction Practices and Last Planner System initiatives.
Mike’s hands-on experience managing projects worth over $2 billion dollars reveals his thorough knowledge of the wide-ranging construction industry. He has a full resume of projects in Higher Education, Health Care, Semiconductor manufacturing, Airports, Residential high-rise projects, and Hospitality. His strong interpersonal skills help him consistently deliver complex, large-scale projects on time and within budget. As the local Vice President of Operations, Mike and his family reside in Bentonville, AR home of Sullivan’s Northwest Arkansas District Office.
