After founding Sullivan Contracting Services in 1997, Frank and Kelle Sullivan quickly grew the company from a small two-person operation to a successful General Contractor employing more than 50 skilled craftsmen. The company saw great success while establishing contracts with many large national and international clients. Kelle and Frank ran and operated Sullivan until February 5th of 2013, at which time Trey and Kimberly Pounds took over operations as the new owners. Prior to purchasing Sullivan, Trey spent 15 years with a large national general contractor working on multi-million-dollar projects ranging from airports to hospitals.
Although the company legally changed its name to The Pounds Group, LLC, Trey and Kimberly elected to maintain the Sullivan Contracting Services operating name by registering with the State of Texas as a Doing Business As (DBA) filing. Since the change of ownership, Sullivan has maintained a strong culture based around its core values of Faith, Family, Relationships and Results.
Trey and Kimberly were drawn to the opportunity with Sullivan for many reasons. Sullivan Contracting Services has a well-establish employee base of craftsman. These craftsmen are skilled in many differing trades. Trey and Kimberly were specifically excited about the flexibility and adaptability such a diversely skilled workforce would give the company in the coming years. Trey and Kimberly were also pleased to see Sullivan had well-established relationships with many notable clients. These relationships continue to exist and grow to this day.
Sullivan Contracting Services’ Quality Control Program extends from our shop to every jobsite. For our craftsman, quality control begins every morning when they review their days’ scheduled activities, while loading their tools and materials, and continues with the work as it is put in place. Our Project Managers, Project Superintendents, Leadmen and individual employees take ownership in delivering a quality product. The same high standards are communicated and expected of all of our subcontractors. Sullivan’s subcontractors know we partner with them because they provide a quality product, and a quality product is the only acceptable result.

As President of Sullivan Contracting Services, Trey is responsible for all aspects of day-to-day operations. He works closely with Kimberly and the administrative team to ensure each of Sullivan’s projects is being managed within budget, on schedule, and while satisfying Sullivan’s clients with a quality product. Trey brings 20+ years of commercial construction experience to this team. He has a vast knowledge of construction management in higher education facilities, healthcare, military and aviation, corporate and manufacturing, and state and local municipalities.
Trey has participated in all phases of the project life cycle, from pre-construction through construction and post-construction/maintenance. His career has taken him from a laborer/carpenter’s assistant through the ranks of Project Superintendent until reaching the status of Project Manager on single projects worth over a quarter billion dollars. All told, he has managed over $1 billion in construction projects through various project delivery methods such as Job Order Contracting (JOC), Design- Bid-Build, Construction Manager at Risk (CMAR) and Design-Build.
As the Vice President of Sullivan Contracting Services, Kimberly’s main duty is to provide the oversight necessary to ensure the company’s financial health, stability and longevity. Kimberly monitors company expenditures, reviews potential operational risks, and gives guidance and direction to Sullivan administrative employees.
She works closely with our Operations Manager in monitoring project status to ensure invoicing aligns with construction progress. Additionally, she ensures all subcontractor and supplier insurance certificates are received and that limits meet Sullivan’s requirements. Kimberly handles all Accounts Payable and Receivable while working closely with the company accountants/auditors.
Cody has been with Sullivan Contracting Services since 2008. He has 15+ years in residential and commercial construction, both in field supervision and project management. He has immense knowledge of construction by managing projects in higher education facilities, healthcare, military and aviation, corporate and manufacturing, and state and local municipalities. Cody’s experience spans from design management on the front end of design-build projects to managing facility renovation projects via the Job Order Contracting (JOC) delivery method.
As Operations Manager, Cody is responsible for overseeing Sullivan’s Project Managers and Project Procurement. This oversight involves monitoring accounts receivable, accuracy of job cost coding, execution of prime contracts, execution of subcontracts, project change proposal approval and issuance of project RFP responses. Cody has also taken it upon himself to champion Sullivan’s Faith Culture. This includes organizing company ministry projects and weekly bible studies with the Sullivan team.
Justin has been with Sullivan Contracting Services since 2014. Justin brings 20+ years of commercial construction experience to the Sullivan team. He has extensive knowledge of construction by managing projects in higher education facilities, healthcare, military and aviation, corporate and manufacturing, and state and local municipalities.
Justin is well versed in all phases of the project life cycle, from design through maintenance projects. He has supervised hundreds of thousands of man-hours while working on projects totaling more than $1 billion. Justin has a great deal of experience in overseeing and managing commercial renovation and new builds through various project delivery methods.
Justin is responsible for manpower allocation to Sullivan projects. He oversees all of Sullivan’s Superintendents, ensuring they receive the support and resources needed for success. Justin acts as Sullivan’s OSHA compliance director while supervising the company’s workplace/jobsite safety program.
